Abstract | America's public schools are required to provide equal access to an education for all students. This study, in the form of an executive position paper, focused on how a large suburban school district having a small but diverse English language population should provide that equal access in order to address the academic needs of its current English language learners and prepare for increasing numbers of students within that subgroup at the elementary level. Reviewed topics related to the teaching of English language learners at the elementary school level included assessment, language development, language approaches, instruction, teacher standards, and professional development, as well as the district's current practices. This study concluded with general recommendations that included evaluating current programs, enhancing the efficacy of classroom teachers and administrators, and obtaining the tools and resources necessary to implement recommended changes. Specific actions, aligned with the general recommendations, for individual offices and schools within this school system to collaboratively implement the recommendations were also included.
