AbstractThis report examines transition in educational systems and identifies key policy areas in Central-Eastern European countries. It summarizes policy implications of the transition process within the educational context of these countries. Chapter 1, "Transition and Education," outlines key characteristics of the transition process and describes the context of transformation of educational systems. Chapter 2, "Transition and Educational Policy Making," explores the meaning of reform in education and describes the top-down and bottom-up models of systemic transformation of education. Chapter 3, "Investment to Effective Policy Making: The Five Points of Leverage," lists the systemic conditions of open and high quality policy making and implementation that require further development (management, assessment and evaluation, quality assurance within the school environment, stakeholder involvement and public discourse, and the capacity of actors within the system). Chapter 4, "Key Educational Policy Areas," reviews important strategy issues on the reform agendas of the Central European countries, addressing problems of decentralization and liberalization, redefinition of quality in education, education's connection with the labor market, financing of education, and equal education. Chapter 5, "External Challenges to Policy Making: Accession to the EU," discusses the educational policy implications of the European Union enlargement. (Contains 43 references.) (SM)
