Abstract | The Goals 2000: Educate America Act is intended to promote coordinated improvements in the nation's education system at the state and local levels. To measure the effectiveness of this initiative, Congress charged the Government Accounting Office to review Goals 2000 efforts to determine how program funds have been spent and how state and local officials view Goals 2000 as a means to promote education reform. The results of that research are discussed in this report. For the study, federal, state, and district officials were interviewed and selected states were visited. National, state, and district documents about the program, including descriptions of each of the 16,375 subgrants made with funds from fiscal years 1994 through 1997, were also collected, along with audit reports and other financial data. Findings show that Goals 2000 funds are being used to support a broad range of education-reform activities at the state and local levels. These funds have been broadly disseminated. State-retained funds were spent primarily for personnel, contracting services, and consultants involved in activities such as managing the Goals 2000 subgrant programs and developing standards and assessments. State officials supported the flexible-funding design of the program as a way of helping them reach their own state's education-reform goals.
