Abstract | This study examined Texas school district spending on staff development and analyzes characteristics of district staff development programs. The study reviewed two statewide programs that provide extended staff development opportunities to participating schools to see if gains in student learning could be documented. The report also looked at both preservice and inservice development of principals and teachers and assessed higher education's role in the preparation and development of educators. Sections of the report cover: (1) school district spending on staff development; (2) training and development for principals; (3) training and development for teachers; (4) linking staff development to improved student learning; and (5) higher education's role in the preparation and development of educators. Based on the findings, recommendations are made regarding preparation, development, and certification of principals and teachers as well as rewriting promotion, tenure, and rewards policies to recognize university faculty for working with public school educators. A list of the participating school districts and the survey instrument are appended. (Contains 24 references.) (ND) |
