| Abstract | This report contains recommendations made by the Arizona Committee on Decentralization, who identified issues in the implementation of decentralization in Arizona's public schools. The report presents an overview of the definition and purposes of decentralization and findings of a survey of 4,100 Arizona public school teachers and principals conducted in January 1993. A majority of both teachers and principals believed that students would be best served if decisions were made at the school site. The committee agreed on the need to create a legal climate for schools and districts to pursue decentralization, but disagreed as to whether decentralization should be voluntary or mandatory. Specific recommendations are offered around the issues of formation of a school decentralization committee, participation, plan components, amendments, exceptions, and noncompliance. Specific recommendations for charter schools are also outlined in the areas of purpose, application, operation, length of charter renewal, admission requirements, financial provisions, transportation provisions, and creation of a Stimulus Fund. A list of committee members and contributors is included. Appendices contain a list of barriers to decentralization and selected survey data. (LMI) |
