Abstract	This packet contains a manual and a workbook for developing performance tests in vocational education. The manual gives an in-depth description of how to develop, score, and use performance tests. It includes the following sections: definitions of performance testing, steps in developing a performance test, selecting a performance development committee, determining what should be tested, developing a test blueprint, developing the test, training the raters, pilot testing the instrument, determining reliability and validity, setting cut scores, and reducing errors and other issues. An example of how to develop a performance test is provided along with an actual student exercise. Appendixes provide technical information on evaluation methods, including the correlation coefficient, the Phi coefficient, and Cohen's kappa. The workbook is an abbreviated reference source that can serve as a working document for use with committees during performance test development activities. It provides step-by-step directions for implementing the information provided in the manual. Appendixes contain the following: task analysis, a test blueprint form, performance test scoring systems (checklist and rating scale), and a sample performance test item.
