AbstractThis paper considers trends in the relationship between English institutions of higher education and those who participate in them. It is suggested that a move from a client-professional toward a customer-provider relationship has occurred. A drawback of the client-professional model is the creation of unequal power relationships; the customer-provider relationship is in danger of changing academic standards to meet customers' demands. The partnership model is offered as an alternative arrangement based on mutual recognition and dependence, although a number of factors make it difficult to maintain both quality and economic viability. Regarding the future, higher education's response to greater autonomy under considerable economic constraint will take the form of accredited activities within the employing organization in a partnership framework. This will create differentiation of the marketplace into two sections: (1) those seeking active partnerships in which high standards are maintained, and (2) those seeking width rather than quality. This, in turn will lead to differentiation within and between universities with educator administration programs, thus continuing the current trend that respects some master's degrees more than others.
