AbstractPartnerships between schools and the private sector as an alternative to increased taxes and service cuts are examined in this document. The introduction provides an overview of business involvement in U.S. education. The second section describes the private provision of infrastructure and types of school-business arrangements. Examples include the Education Alternatives, Inc. (EAI) partnership with Dade County; Mall of America with Minnesota school districts; MacDonald Research with Milwaukee Public Schools; Dade County's satellite schools; and Chicago's Corporate/Community School of America. The third section describes curriculum public-private partnerships, which take the form of private-practice teaching, charter schools, and Ombudsman Educational Service's alternative education programs. The fourth section examines methods of private-sector financing: business-funded voucher programs; the New American Schools Development Corporation; the Edison Project; and Boston University in partnership with Chelsea Public Schools. A conclusion is that given the tight fiscal constraints faced by many U.S. school districts, the potential for public-private partnerships in education is great. States should examine those forms of partnerships that offer mechanisms for ensuring accountability, including contracting out some instructional services, introducing charter legislation, allowing interdistrict school choice, promoting private provision of infrastructure, and contracting out private-school management.
