AbstractThis evaluation summarizes an analysis of site observations of training sessions for the core planning teams of Project Creating a New Approach to Learning (CANAL), part of a court-mandated desegregation plan to reduce inequities in predominantly Black and Hispanic American schools in Chicago (Illinois). CANAL's goal is to train the core planning teams, composed of constituent representatives of the public schools, to engage in shared decision-making and to develop organizational structures that incorporate the community in the organizational and educational processes of the schools. The following overall findings are presented: (1) the core planning teams that attended the training sessions did not represent the school constituencies; (2) substantive variation in trainers and topics across all training sessions was evident; (3) project staff were not well prepared for the early sessions; (4) afternoon workshops, intended to build skills in team process, were the weakest part of training; (5) the preparation of training agendas was unclear and caused uneven training; (6) quality of training and training materials did not meet professional standards; (7) the training environment was poor and interfered with the quality of training; and (8) variation of conditions across teams was so dramatic that any hope of replicating Project CANAL would seem impossible.
