| Abstract | The need to promote and provide education and training for about fifteen million Kenyans below the age of 20 out of the country's total population of about 25 million is the main focus of the educational agenda in Kenya. This paper examines the nation's policies on education and training that have formed the basis for the establishment of appropriate administrative and managerial structures within the formal education sector. It is noted that the administrative structure of the Ministry of Education makes provisions for planning, administration, and management units dealing with specific educational programs, projects, and activities at every level of the educational system. The administrative structures have evolved over the years from centralized to deconcentrated to the current decentralized phase. A 16-item bibliography is included. (Author/DB) |
