AbstractThis British circular from the Department of Education and Science and the Department of Health reviews how the provisions of the 1981 Education Act, which addresses the making of assessments and statements of special educational needs, have been working and offers additional explanation and advice. The information is organized into the following nine categories: (1) duty of local education authorities (LEAs); (2) assessment under the 1981 Act; (3) statutory procedures under the 1981 Act; (4) ages of children to whom these procedures apply; (5) children with statements of special educational needs at grant-maintained schools, independent schools, non-maintained special schools, and city technology colleges; (6) children in care; (7) language of instruction; (8) service children; and (9) cooperation among education, social services, and health authorities. Also provided are a summary of 10 regulations accompanying the 1981 Act and a summary of what LEAs need to tell parents of children with special educational needs. (DB)
