Abstract | The first section of this volume, designated "the state of the art 1987," contains four papers addressing issues of continuing importance to those who work with developmentally handicapped children: (1) "Passive Exposure to Cigarette Smoke Adversely Affects the Health of Fetuses and Infants" (James E. Haddow and Paula K. Haddow); (2) "The Social Security Supplemental Security Income (SSI) Program for Disabled Children" (Judson F. Force and Holly Allen Grason); (3) "Health-Education Collaboration for Children 0-5" (Pascal Trohanis and Phyllis Magrab); and (4) "Child Abuse and Developmental Disabilities" (Bruce Cushna). The second section features linkages between State Title V Programs and University Affiliated Facilities through descriptions of five selected Special Projects of Regional and National Significance (SPRANS) funded by the federal Division of Maternal and Child Health: (1) "A Community Collaboration Approach for Developing Early Intervention Services in Oklahoma" (Ronald K. James); (2) "Toward Strengthening Nutrition Services in Region X (Arizona, California, Hawaii, Nevada) for Children with Chronic Illness and Handicapping Conditions" (Marion Taylor Baer); (3) "Youth in Transition Project" (Peggy West); (4) "Continuing Education for Occupational Therapists Working with Children and Their Families" (Shirley Vulpe); and (5) "New Directions: Serving Children with Special Health Care Needs in Massachusetts" (Allen C.
