AbstractThis report presents the findings of a joint government/industry study group which investigated the technical feasibility of standard benchmark programs for testing vendor systems in the competitive selection of computer systems within both private industry and the federal government. As part of its investigation, the study group reviewed earlier efforts to develop and use such programs on the part of the Department of Defense, the Auerbach Corporation, H. Lucas, the Mitre Corporation, and the Department of Agriculture (USDA). Several issues dealing with the implementation, maintenance, cost-benefit, and acceptability of standard benchmarks emerged as a result of this review. The problems encountered by the study group, notably the lack of an accepted definition of"representativeness," prevented it from arriving at a definitive statement of feasibility. However, several areas that were identified as topics requiring further investigation are presented in this report. A list of references, a glossary of terms, the USDA mapping procedure, and sample evaluation criteria are appended. (Author/FM)
