AbstractThis document describes the results of a seminar convened in England and attended by representatives of national, regional, state, and local cultural organizations from France, the Netherlands, Sweden, the United Kingdom, and the United States. An overview of the status of decentralization in cultural programming opens the document. Diverging views of the term "culture," however, emphasize the appropriateness of "decentralization" and lead into a description of two local cultural efforts -- one in the United Kingdom and one in the United States. An overview of the cultural policies of each of the five countries represented, discussed in relation to the concept of decentralization, is presented followed by a discussion of practical and theoretical considerations inherent in a decentralized policy. Benefiting for interaction among government agencies and private groups, such as city planners and people involved in mass media, are practical goals. The overriding theoretical concern, however, is the ability of old institutions to generate new forms and functions of cultural activity. A list of eleven questions "for the future," indicates the areas for concern discerned by the groups. A list of seminar participants concludes the document. (JH)
