Abstract | In 1967 the OECD Committee for Scientific and Technical Personnel launched a series of case studies concerning problems of innovation in higher education. The present report on the New College systems in Canada reflects the OECD higher education program concerning problems faced by countries in planning and setting up new structures of postsecondary education. The extraordinary expansion of postsecondary education in a country where the Provinces carry the full responsibility for educational matters presents a quasi-unique opportunity to analyze within a comparative framework different strategies aimed at the development and diversification of postsecondary systems. The report focuses on 3 new types of institutions, the Colleges d'Enseignement General and Professional (CEGEP) in Quebec, the Colleges for Applied Arts and Technology (CAATs) in Ontario, and the Junior Colleges in Alberta, all of which were set up to provide a variety of educational opportunities at postsecondary level outside the existing university framework. All 3 college systems have a common denominator in that they represent the 'open door' nonuniversity section of higher education. A comparative analysis of their specific objectives, their internal organization, their curricula, their teaching staffs, their links with universities, and of several other aspects, shows clearly the variety of policies and solutions by which this 'open door' sector can become the essential component of a commitment to mass postsecondary education.
