| Abstract | Responses from inquiries to the superintendents of 32 urban school systems across the country provided the basis for classifying and evaluating modes of decentralization and extent of community control. Main features of the school systems' operations are reported under nine categories: (1) decentralized decision making with centralized administration; (2) decentralized administration with centralized instructional and supporting services; (3) decentralized administration and instructional and supporting services; (4) partially decentralized administration; (5) decentralized administration with community participation in some or all the subdistricts; (6) decentralized administration and services with small degree of community participation; (7) centralized administration with control of some districts by a locally elected school board; (8) completely decentralized administration, each district being governed by a locally elected school board; and (9) decentralized administration being initiated.
