Abstract	At the end of 1997 the European Training Foundation together with the Council of Europe published the present study. At that time, it was felt that a comprehensive picture of the actual state of development of tertiary professional and vocational education was needed to serve both as a source of information for policy-makers and educators and as a basis for further international cooperation. This material contains the key observations and recommendations made for the implementation. Central and Eastern European countries, as a rule, have not opted for a single solution of post-secondary vocational education programmes. They tend towards a co-existence of programmes somewhat closer to university programmes and others not considered part of "higher education". (It might be noted in this context that a delineation between tertiary professional education and post-secondary vocational education does not exist in a number of Western European countries.) This heterogeneous institutional basis of tertiary professional education and post-secondary vocational education reflects both the development of the education systems in these countries and the conditions of the transformation process in the 1990's.
