AbstractOnline training has become popular in the professional development of government employees in Thailand. One large government agency developed an online program to provide training to its employees across the country using two systems: an Internet and Intranet-based system. With the new program implemented, the evaluation of the instructional effectiveness of the program was necessary. This study aimed to examine the program's instructional effectiveness by measuring trainees' performance on pre- and posttests, satisfaction, and motivation. Results indicate trainees' test scores increased significantly. Overall, trainees were moderately motivated and satisfied with courses delivered in both systems. However, they were not satisfied with the quality and levels of interaction. Prior experiences of trainees in an online environment had an influence on their satisfaction and motivation. A statistically significant relationship between satisfaction and motivation in the online training environment was found. Further evaluation of the program is recommended.
