Abstract	The global economy is changing, say ministers, and the British need to develop the skills to keep up. Will the proposals set out in the Government's plan for implementing the Leitch review deliver the step change required? In this article, three main parties respond. Bill Rammell, Minister of State for Lifelong Learning, Further and Higher Education, states that the development of world-class skills cannot be achieved by government alone. Employers, individuals and providers will all need to play a part in achieving this skills revolution. It will require every individual to think about updating their skills and qualifications, to ensure that they are giving employers what they really need. It will require employers to play an active role in helping to reform vocational qualifications, to ensure that they are relevant and responsive to changes in the global economy. And it will require providers to continue to improve and ensure they are able to respond to this demand. Sarah Teather, Liberal Democrat Shadow Secretary of State for Innovation, Universities and Skills, discusses the importance of encouraging young people to continue their education, as further education is critical to both the economy and individual achievement. John Hayes, Conservative Shadow Minister for Vocational Education, states that, once again, the Government has ducked the vital task of cutting through the bureaucracy that stifles the skills sector and prevents further education colleges from fully realising their potential to innovate and excel. He argues that a skilled British workforce fit for the future will only be realized when the Government fully recognizes the value of adult and community learning. (ERIC).
