Abstract | This final report discusses the activities of Minnesota's Medical Education and Research Costs (MERC) project, which was undertaken to gather data on the costs of medical education and health care research conducted by hospitals, medical centers, and health maintenance organizations and develop mechanisms to assess the costs across the health care system. It describes the activities of the MERC Advisory Task Force in regard to the development of structural and financing reforms for the funding of medical education and research. The report calls for the establishment of a medical education and research trust fund, the creation of a MERC Advisory Commission to administer the trust fund, the establishment of a medical education and research financing mechanism, the transfer of existing medical education funds to the trust fund, the development and implementation of reporting requirements, continued work on health care research issues, continued refinement of the standard care requirement, and the establishment of a voluntary pooled research initiative. Appendixes provide additional information on MERC legislation, a trust fund model, and MERC Advisory Task Force members. (Contains approximately 275 references.) (MDM) |
