Abstract	This document found that the California school system has managed to improve its efficiency and performance over the last decade. However, the system is strained to capacity and will have a difficult time meeting upcoming challenges. It must be redesigned to shift the responsibility for improving student achievement to the local level and replace the traditional school system with a new achievement-based system of schools. The report recommends that California establish statewide curriculum content and performance standards, a statewide assessment procedure, an accountability system, and a deadline for school districts' redesign. To shift to this new system, the state must change its focus from one of control to that of support. Suggestions are to focus on student achievement, reconnect schools and communities, and build a framework of support for the new system. The latter can be accomplished if California educators and policymakers improve the education and training of school staff; identify networks, partnerships, and other support structures; expand the education system's technological capacity; restore the strength and vitality of urban schools; and provide adequate and equitable funding.
