AbstractA study examined the incentives and barriers to participation in adult basic education programs for African-Americans in New York City. Data were collected in a series of focus group meetings. Participants were potential students who had contacted but not yet enrolled in a program. They saw strong personal motivation as the essential factor in contacting, enrolling, and persisting in adult basic education. This complex factor was strongly influenced by the social and economic context that shapes the individual histories of African-American adults in need of basic education, including prior educational experience, perceptions of job mobility, family and life-cycle influences, and individual goals. The second half of this report begins with recommended program guidelines to improve program outreach and recruitment, implement more humane intake procedures, and improve retention. The paper concludes with the challenges presented by the data for future policy, research, and practice concerned with African-American adults in need of basic education services.
