Abstract | This document provides background information for those seeking to identify strategic issues to be addressed while engaged in long-term planning for adult education in California. The introduction focuses on the state's role in adult education. The next chapter describes a national demographic profile of adult education. Chapter 3 describes California's level of support for public adult education. Chapter 4 describes public adult education programs and participants in California, in which enrollments since 1978 have shifted markedly away from vocational education toward English-as-a-Second Language programs and programs for older adults. California literacy programs are the subject of chapter 5. Other state adult education programs are described in chapter 6, including: programs for substantially handicapped adults, vocational training, older adults, parent education, citizenship, health and safety, and home economics. Chapter 7 offers implications for planning and includes sections on adult education in perspective, the growing need for accessibility, and pressures for accountability. (CML) |
