| Abstract | This report presents the proceedings and the background material of a conference representing the culmination of the Organisation for Economic Cooperation and Development's (OECD) work in the area of human resource development. The proceedings include (1) the opening statements of the OECD Secretary-General and the Conference Chairman; (2) an overview and summaries of the discussions prepared by rapporteurs, which focused on "New Relationships between Education and the Economy in a Changing Society,""Initial Education and the Preparation of Youngsters for Active Life,""Further Education and Training of Adults,""Strengthening the Scientific and Technological Potential for Social and Economic Development: The Role of Higher Education," and "Strategies for Change"; and (3) an overview of the conference, reports of the working groups, and the conclusions of the Chairman.
