Abstract | This paper is the fifth in an Education Commission of the States (ECS) series focusing on the problems of youth at risk of not successfully making the transition to adulthood. The topic of the paper is collaboration--both interagency and public/private--and the contribution that collaborative efforts can make in programs targeted for youth at-risk. ECS conducted a 50-state survey of state-initiated programs for youth at risk of school failure. More than 700 telephone interviews were conducted with deputy commissioners of education, agency and department program directors and youth services practitioners. Issues concerning at-risk youth are raised through the examination of some ongoing statewide collaboration. The issue of how states can capitalize on existing resources is explored. Appended is a list of ECS members, staff, and cooperating organizations. (SI) |
