Abstract | In recent years, concern in the United States over continuing competitive advances by Japan in science and technology has increased. To respond to these concerns, several federal agencies and private sector organizations have increased efforts to monitor Japanese science and technology developments. This report describes and analyzes some of these activities and discusses areas where the federal government may have a role in the future. The document recognizes the potential of the Japanese Technical Literature Act (Public Law 99-382) to significantly improve and coordinate federal efforts. The activities of those federal agencies already involved in monitoring Japanese progress are outlined. These include actions taken by: (1) the Japanese Technology Evaluation Program (a joint effort between the Commerce Department and the National Science Foundation); (2) the Office of Science and Technology Policy; (3) the National Science Foundation (Division of International Programs); (4) the National Technical Information Service; (5) the Foreign Broadcast Information Service; (6) the Department of Defense; and (7) the New Commerce Department Program (as mandated by Public Law 99-382). Recent efforts by organizations in the public sector are also described. (TW) |
