AbstractVocational education programs for handicapped students in Texas were evaluated in order to make recommendations for improvement. Three objectives were proposed: (1) to evaluate the effectiveness of training for entry-level knowledge and skills provided to handicapped students enrolled in vocational education for the handicapped (VEH) programs; (2) to review the job status of handicapped students who have completed VEH programs in order to determine to what extent these students are being employed in the occupations for which they were trained; and (3) to recommend an appropriate method for delivering vocational services to handicapped students. A project advisory committee was selected to draw up a sample and review survey instruments for VEH teachers, vocational counselors, VEH students, and employers of VEH completers. From a population of 411 VEH programs in 175 school districts, a sample of 196 VEH programs in 100 school districts was selected, and programs administrators in these districts received survey packets. A major part of the report consists of an analysis of the survey data in 12 tables. According to the survey response, about 61 percent of administrators felt that VEH students were being realistically trained for employment, while 70 percent of special educators felt this was happening now. Employers also felt that the training was helpful on the present job. The survey found a low percentage of program completers in jobs for which they had been trained, but in many cases the reason for this was that participants were still in school. Concerning those who had finished school and were working, a high percentage of employers thought the handicapped had a good future in the fields for which they had been trained. Finally, the survey respondents recommended greater cooperation between vocational and special education as the number one need in improving VEH. (KC)
