Abstract | This paper discusses three major statements on shared authority and points out that there appear to be three types: joint participation in decisionmaking, separate jurisdictions, and collective bargaining. Academic senates and campus councils are the major manifestations of the first two types and a brief discussion of the state and their evolution is provided. A major section of the paper deals with collective bargaining as a governance mechanism. The paper concludes with a brief discussion of the directions in which governance reforms appear to be heading. A 16-item bibliography is included. (Author) |
