Abstract | This document contains recommendations from the Minnesota Higher Education Coordinating Commission to the State Legislature concerning postsecondary education needs in the 1970's. The recommendations pertain to: (1) the assessment of progress and needs in the state; (2) making postsecondary education available to all sectors of Minnesota; (3) the expansion of public postsecondary facilities; (4) facilitating greater utilization of private colleges in meeting Minnesota's postsecondary needs; (5) the achievement of greater effectiveness through cooperation with neighboring states; (6) the clarification of the roles of postsecondary institutions and systems; (7) meeting the continuing education and community services needs of Minnesota; (8) sharing the costs and improving the budgeting of higher education institutions; and (9) the cooperative planning, coordinating, and utilizing of instructional resources and programs.
