Abstract | This document is an English-language abstract (approximately 1,500 words) of a Finnish Committee Report for the planning of future educational needs on the university level to meet the needs of government and industry. The Finns view education as needing to be organized to meet the needs of industrial changes, both quantitative and qualitative, so that Finland may compete successfully on the international market, thus contributing to the welfare of their society. Every individual should be provided with the best opportunity to be solved. A secondary aim of education is private enlightenment. The Finnish education system should place more emphasis on data processing, methodology, and information technology; improvements are also required in foreign languages, and the arts and sciences. It was recommended that educational planning should be organized on three levels--long term perspective planning, long-term developmental planning, and middle and short-term planning. An estimation was made of the effect of changes in technology and manpower needs on the knowledge and skills the school is supposed to provide.
