AbstractThe author focuses on how the remarkable enrollment expansion had been financed in a relatively poor country such as Vietnam. For this reason he provides updated estimates of unit costs for both lower and upper secondary education. Vietnam has attempted and largely succeeded in providing schooling through the lower secondary level to all children equally. It has invested heavily in provinces that are disadvantaged, mountainous, or populated by non-Vietnamese-speaking minorities. It set standards for school quality and is serious about their use. The government of Vietnam has for many years explicitly encouraged the education of girls, and, thus, Vietnam is one of the few countries at its income per capita level that has equal enrollments between boys and girls. Vietnam has concentrated government expenditure on primary and lower secondary and has expanded upper secondary through the use of school fees. By concentrating spending at lower levels, it has achieved a remarkable level of equality. But Vietnam has not been able to eliminate the examination and its ubiquitous partner, private tutoring. Further reduction of the education Gini coefficient for educational attainments may be difficult to achieve for that reason. (DIPF/Orig./Ba.).
