Abstract | This article discusses the impact of institutional result-oriented planning (ROP) at Norwegian universities. In 1987 the government resolved that all state institutions, including universities, should introduce result-oriented planning during 1990. ROP represents a view joint management system for different types of public institutions... ROP, which is intended to include all types of public activity, is thus an exception in that it is a link in a comprehensive administrative policy for public institutions.Some educational institutions, however, had decided to introduce the new planning system before it became obligatory... Result-oriented planning challenges the traditional concept of a university... It was resisted by some academics, partly on the grounds that ROP emphasised management by objectives and by measurement of results to such an extent that it would be a foreign element in academic culture. In the first part of this article, we will analyse this resistance and look at the contents of the reform in relation to the traditional concept of what a university is. The second part contains an empirical analysis of the way academics judge the effects of ROP. The results will be evaluated in the light of the discusssion in the first part. In short, we ask whether there is a basis for saying that the effects of ROP have changed the universities as institutions. (DIPF/Text übernommen) |
