Abstract | A model describing the development of curriculum and coursework for dual certification programs in two-year postsecondary vocational education institutions throughout China is described. Dual certification programs allow students to obtain an academic diploma and a national vocational qualification certificate concurrently. Chinese educators and political leaders have engaged critical stakeholders in a three-stage process to develop relevant curriculum and coursework in areas of demonstrated need within local or regional business and industry. The workflow for course development contains multiple quality control aspects designed to ensure that courses address programs goals and, ultimately, prepare participants to meet emerging workplace needs, both academic and vocational.
