Abstract | This report presents the findings of the 1998 survey of providers of training in English or French as a second or foreign language in Canada. The purpose of the survey was to gather information at the national level and, where possible, at the regional level, on the size of the industry, its characteristics, and the role played by foreign students. The main objectives of the survey were: to collect information on the language training industry in order to measure its overall importance as well as the contribution of foreign students; to give decision makers the necessary tools to design appropriate policies; and to provide the second language trainers with a profile of their industry. The report begins with an introduction that briefly sets the report in context. Chapter 1 provides a description of the English as a Second Language (ESL)/French as a Second Language (FSL) training industry in terms of its characteristics such as total revenues, enrollment, employees, and so on. Chapter 2 examines the services offered and the marketing practices of the industry. Chapter 3 examines the importance and role of the foreign market as measured by the number of foreign students studying in Canada and the volume of operations abroad. Chapter 4 reviews ESL/FSL training and teaching methods. A conclusion reviews survey results and provides recommendations for future surveys. Three appendices provide detailed statistical data, methodological details, and a copy of the questionnaire used.
