Abstract | The literature on adult, vocational, and distance education was reviewed to identify areas needing research in order to guide decisions on the use of distance delivery in adult vocational education in Minnesota. Literature on participation in and barriers to participation in adult education was reviewed as was literature on the clientele served by adult vocational education, changes in the workplace that have impinged on vocational education, and the currency of vocational education. The review of literature on distance education focused on works dealing with the following topics: factors affecting learning, effects of distance delivery on teaching and teachers, conditions encouraging the use of distance delivery, barriers to the use of technology, and effectiveness of distance delivery. The following were determined to be areas in which further research is needed: effect of interaction of learning tasks, learners, and modes of distance delivery on learning outcomes; teaching behaviors that enhance student learning in a distance delivery context; barriers to adults' participation in vocational education that might be overcome by the use of distance delivery; conditions and outcomes that justify the cost of distance delivery; and characteristics of technologies used in education.
