Abstract | The purpose of this project was to continue the development and establishment of competencies to prepare teacher educators to work with vocational teachers who teach disadvantaged students. During the project, a list of competencies needed to assist teachers in working with disadvantaged students was developed, along with a list of competencies that are most needed for inservice training. A library of resource materials and resource persons also was established. Six seminars for teacher educators in Pennsylvania and two two-day inservice sessions for master teachers from the local education agency were conducted. Finally, an assessment instrument was developed to be used in evaluating the application of the identified competencies and to monitor individual programs. The resulting reports and curriculum materials were disseminated to the Pennsylvania Bureau of Vocational Education, to vocational educators, and to curriculum developers. (Extensive appendixes to this report include a bibliography, references, a study of disadvantaged youth, tips for diagnostic assessment of disadvantaged students, guidelines for teachers working with disadvantaged youth, seminar and workshop materials, and competencies needed for working with these students.)
