Abstract | A study identified barriers to the implementation of competency-based vocational education (CBVE) in Florida and gathered and reported suggested solutions to overcoming those barriers. To gather data for the study, researchers conducted force-field analysis sessions, site visits, a literature review, and telephone surveys. From data concerning and obtained from administrators at the 59 postsecondary institutions in Florida that provide CBVE, 65 perceived barriers were identified. Of these, 50 were eventually validated. Data from the various survey instruments used in the project were then analyzed in order to identify possible strategies for overcoming these barriers at the state, institutional, and program levels. (The major part of this report consists of a list of barrier statements and a series of recommendations for dealing with the barriers at the three levels. Appendixes to the report include lists of project advisory committee members, Florida postsecondary schools, and participants in the force field analysis sessions; charts detailing CBVE implementation for instructional programs and the final barrier statements; and copies of the four survey instruments used in the project.)
