AbstractFederal policies and investments in higher education can and will be effective if they focus on the issues most important for success today: affordable and accessible higher education for the diverse students who are their future; quality learning that is appropriate for success in life and work; the intelligent use of information about students to advance their success; close connection with K-12 schools; and research that provides the basic understanding needed to improve the human condition, contribute to national strength, and sustain the nation's economic vitality. Presidential leadership and the opportunity to reauthorize and update the Higher Education Act will provide you and Congress the chance to set a course for a bright future for the country enabled by accessible, affordable, high quality higher education that enables success for students and advances innovative knowledge. Here are specific approaches the federal government can take: 1. Accessible and affordable higher education for students from every part of American society that leads to program and degree completion. 2. Quality learning that prepares students for success in work and in life. 3. Intelligent use of information to advance student success. 4. Closer connection between postsecondary education and k-12 education. 5. Research, discovery, and innovation to improve the human condition and the economy. 6. Accountability for student success. 7. Federal regulation of higher education.
