AbstractOn the morning of September 1, 1960, Herb Klein and Pierre Salinger met in the Mayflower Hotel in Washington, D.C., to discuss the details of what would be the first televised presidential debate. Klein was press secretary for Republican candidate Vice President Richard Nixon and Salinger was press secretary for Democratic candidate Senator John F. Kennedy. Following this meeting, Salinger met with Ted Sorenson, a Kennedy advisor, and wrote the two-page memorandum to Klein featured in this article. Copies were also sent to Senator Kennedy, Sorenson, and J. Leonard Reinsch, Kennedy's radio and television strategist. The memo specifically addressed the number of media panelists that would be chosen and who would be allowed in the studio during the live sessions, including photographers hoping to capture the candidates in action. A total of 12 meetings between television network executives and each candidate's representatives would lay down the ground rules related to format, staging, directing, and technical issues. The featured memo serves as a jumping off point for studying the major issues of the 1960 election. (ERIC).
