Abstract | In January 1998, the Montgomery County (Ohio) commissioners created the Montgomery County Out-of-School Youth Task Force to identify why 22% of high school students were dropping out. The task force concluded the dropout epidemic was having devastating effects on the local economy. In addition to the obvious problem of local employers having trouble finding an appropriately skilled labor force, the task force also discovered over two-thirds of the county budget was spent on human services or criminal justice. It was decided the community needed to develop a broad, proactive dropout recovery initiative to stem the dropout tide. Thus, the Sinclair Community College Fast Forward Center opened in 2001 as a resource center for out-of-school youth. The Fast Forward Center is a strong collaboration of schools, business, and community partners addressing the needs of high school dropouts in Montgomery, Ohio. In nine years, 2,181 former dropouts have graduated high school, and the county dropout rate has been cut in half. (ERIC). |
