AbstractPresident Obama's 2010 budget proposals include exciting news for those concerned with increasing educational opportunities. The urgency of the economic crisis and the clear commitment of the administration and Congress to make college more affordable provide the perfect opportunity for those in higher education to update their approach to promoting student aid. The new budget proposals go beyond just increasing financial support for college students. They also take a major step toward rationalizing the student-aid system. Pell Grants would become more predictable for low-income students, federal student loans supplementing Stafford Loans would be available to students regardless of their institutions, and new efforts to support student success--not just access--would get an important boost. Participants in debates over student-aid policy have a heavy responsibility in this new and exciting time. One option is to focus on details that defend narrow institutional interests, shifting money from one type of college or university to another or away from other actors. The authors urge those concerned to join forces behind the principles of a student-aid system that works well for students and families. Extra dollars are not enough. What is needed are program designs that will assure students early on that the money will be there to help them enroll and succeed in college, and that they will be able to obtain that money easily.
