Abstract	When new students arrive at either Cranston High School East or Cranston High School West in Cranston, Rhode Island, they quickly learn that they must meet a set of clear expectations to graduate. This system allows everyone--including students, parents, teachers, and administrators--to assess progress and meet individual and schoolwide goals. For Edmond Lemoi, the principal of Cranston West, and Donald Frederick, the principal of Cranston East, setting clear expectations is the first step to meeting the state's Proficiency Based Graduation Requirements (PBGRs), which ensure that every student leaving Rhode Island Public schools is well-prepared for college and work. The expectations were created in response to regulations enacted by the Rhode Island Board of Regents for Elementary and Secondary Education in January 2003 that required all public high schools in the state to revise their graduation requirements to include demonstration of proficiency in a core curriculum that includes the arts and technology. Both Cranston East and Cranston West employ the same methods of proficiency-based graduation requirements to demonstrate and assess student progress: digital portfolios and end-of-year course exams. The digital portfolios provide a complete picture of students' progress throughout their schooling. Although both schools are leading the race for school reform in the state, Frederick and Lemoi agree that the state has provided little in terms of resources to help with implementing the digital portfolio initiative.
