Abstract | As education reformers turn to the vexing task of improving high schools, Norfolk's approach is worth noting. It is bettering its high schools in part by capitalizing on their academic departments--an aspect of secondary schools often derided as hidebound and a primary obstacle to improvement. This article discusses the efforts of Norfolk, Virginia public schools in improving achievement for a large minority, low-income student population through "content teaming" and vertical alignment. Teachers used their academic departments to map out higher standards for teaching and learning. They collect detailed data on students' progress and meet to analyze it together. Early sessions were painful for some, but the uniform content and pacing of courses have paid off for students. (ERIC). |
