Abstract | In this article, the author discusses the discrepancy in high school dropout rates throughout the U.S. and in national studies because of different measures of the dropout rate. Many states began to use a common dropout definition developed by the National Center for Education Statistics (NCES). Not included among the 37 states using the NCES definition, however, are states whose methods of calculating the rate do not conform, including California and Florida. At a standing-room only seminar, the Alliance for Excellent Education, a coalition of major education groups, presented a synthesis of studies and a series of recommendations to obtain a cohesive, common high school dropout rate that federal officials should use for No Child Left Behind (NCLB) requirements. The law requires states to report graduation rates annually by the same subgroups as required under test score reporting. Here, she presents the two requirements that must be met in graduation rate calculations. Among other things, she presents the recommendations made by the Alliance that the federal level should do.
