AbstractLast May, the U.S. House of Representatives Committee on Education and the Workforce and its 21st Century Competitiveness Subcommittee, which are responsible for the reauthorization of the Higher Education Act, introduced H.R. 4283, the College Access and Opportunity Act (superseded in 2005 by H.R. 609). None of the debates over this proposed legislation has been more contentious than the one between the traditional non-profit sector of higher education and the burgeoning for-profit sector. H.R. 4283, in the words of committee and subcommittee chairmen John Boehner and Buck McKeon, adjusts the current regulations in order to provide "equity" to the proprietary sector. It does so in several ways, which are discussed in this document. (ERIC).
