Abstract | Minority access to higher education was dealt a blow in 1995 when the University of California Regents passed a resolution barring consideration of race or ethnicity in admissions. The university responded to the severe decline in minority enrollment by supporting "outreach" programs, such as Puente, but "forgot" its promise of support when state funds dried up. (Author). |
