Reveals disparate conceptualizations of what constitutes useful knowledge to attain citizenship objectives. Defines classroom practice as the bottom line, citing findings from recent National Science Foundation studies. Recommends clarifying useful knowledge for good citizenship in conjunction with classroom teachers. (CH)
