Abstract	Through a questionnaire and a survey, the paper analyses the present College English teaching and the contributing factors for the ineffective College English teaching. Based on the analysis, the paper suggests four countermeasures to improve College English teaching quality. According to this paper, only when teachers and educational workers continue to learn modern foreign language teaching theory, reform teaching methods and patterns, instruct students in adjusting learning strategies, train students' intercultural communication competence, and enhance the construction of College English course, can we improve the teaching effect and students' practical English competence.
