Abstract | This quantitative study examined important, selected election factors within and outside of school district control for passing public school bond elections in Oklahoma. The study used publicly available archival data to analyze 524 public school bond elections held in Oklahoma from FY19 through FY22. Additionally, the study used Bowers and Lee's (2013) School Bond Passage Theory as a lens to frame the study. Eight independent variables were tested using Chi-square analysis. Election time of year, bond amount, tax increase, and repeated bond float, factors within district control, were found to be statistically significant with small to moderate effect sizes on bond passage. Free and reduced meal population, population for students of color, and district location within Oklahoma, factors outside of school district control, were found to be statistically significant and have small to moderate effect sizes on bond passage. Bowers and Lee (2013) theorized that when unique community characteristics could be statistically controlled, factors within district control had a greater relationship for bond passage. The findings in this study supported Bowers and Lee's (2013) theory that election factors within district control play a greater role in bond passage. Based on the [phi] values for tax increase and repeated bond float, those two factors had a negative effect on bond passage and may explain as much as 38% and 37%, respectively, of variance in bond passage rates in this study.
