AbstractThe report examines two communities in New York City's suburban Westchester County--Scarsdale and Port Chester--and the ways in which restrictive zoning impedes educational opportunities. The first part of this report examines how Scarsdale and Port Chester differ in their demographic makeups, home prices, and in the educational opportunities that their school systems provide. The second part examines how the two communities, though located within a short drive of one another, became so different. That section of the report takes a close look at the different zoning regimes in the two communities and the impact of other government policies, such as decisions about where to locate public housing. The third part discusses the role Westchester County generally, and Scarsdale in particular, have played in political debates about reforming zoning in New York State. The fourth part concludes with thoughts about the possibility of a better future. [The appendices were prepared by Vicki Been and colleagues at the NYU Furman Center.] (ERIC).
